Huw Saunders has worked in the telecoms industry for over 40 years and has a broad range of experience working for vendors, consultancies, communications providers and the UK sector regulator, Ofcom.
He was at Ofcom from 2012 to Jan 2024 as Director, Network Infrastructure and Resilience, acting as their lead Director for internal and external stakeholders in UK Government (DCMS/DSIT etc), devolved Nations and elsewhere on telecoms infrastructure investment related policy and projects. In that role, he led engagement with the UK Home Office Emergency Service Network project from close to its inception. He also led Ofcom’s work on ensuring effective access to emergency services for UK residents and visitors, working closely with relevant UK Government Departments and the emergency services, including representing Ofcom on the key 999 Liaison Committee. He also led Ofcom’s work in support of the project to implement the UK’s Emergency Alert System and his team were heavily involved in establishing the Advance Mobile Location (AML) system technology as an international standard and gaining support for it from both of the globally dominant mobile device eco-systems.
Prior to his time at Ofcom, he worked for many years at the “other” UK incumbent telco, which is now known as KCOM. His responsibilities included Technology Strategy and he was involved in a wide range of network projects and investment decisions for core, access and service platforms. KCOM also became an important supplier of communications services to “blue light services”, particularly in the police sector across the UK.
He is a highly experienced and respected telecommunications professional with a wide range of corporate strategy, regulatory affairs, public policy, product management and network technology skills. He has an established track record of personal contribution, strategic focus and credibility, coupled with a reputation across the industry of taking an objective perspective on issues and always acting with integrity. In April 2024, he joined the ESMCP team at the UK Home Office working to deploy the 3GPP/LTE based Emergency Service Network in a Strategy role.
